I have, more or less, simply assumed it wouldn't go bad over time because it is acid-based, and I wouldn't assume the acid to degrade over time, but I am not chemist. According to its Safety Data Sheet Starsan appears to be made of an aqueous solution of two chemicals, phosphoric acid and dodecylbenzenesulfonic acid (!).
